#### signature: `delayWhen(selector: Function, sequence: Observable): Observable`

## Delay emitted values determined by provided function.

const delayWhenExample = message.pipe(delayWhen(delayForFiveSeconds));
//log values, delayed for 5 seconds
//ex. output: 5s....1...2...3
